  D. Further Information received from Sweden, Finland and Estonia after the Publication of our Report
 
 

27. The Order by the Swedish Government to the National Laboratory for Forensic Science to examine the Film Material from the “Estonia”

 

Lars Ångström states in his letter – see Enclosure 35 :

Information about the secret diving operations on Estonia was brought up for debate in the Swedish parliament on July 12th this year.  Minister Mona Sahlin then said that an independent examination was needed of the material filmed at separate occasions on the Estonia wreck and which had been subject of the debate. The minister referred i.a. to examples which had been debated in the Parliament, among others the cut-off handrails.
The minister also promised that the government would charge SKL (Statens Kriminaltekniska Laboratorium – National Laboratory of Forensic Science) to examine the film material and stated in the debate “It is of course so that neither I nor the debate is served by having this initiative interpreted as a way to bury the matter.  It is all about contributing to the continued debate with openness and transparency – not the opposite”.
On June 29th the Government commissioned SKL to examine the film material with the purpose to find whether there has been changes at the wrecksite which may have been caused by human interference – however limited to the period October 2nd – December 6th.  The clear interpretation of this is that there will be no analysis regarding the handrails which were cut off before October 2nd and which are proof of clandestine activities on the cargo deck immediately following the sinking.  It is also clear that neither will there be an examination of the extensive damages inflicted on the bow loading ramp after December 6th, 1994.

This leads to the conclusion that the Government is still participating in the cover-up of the activities between the sinking and the 02.10.94 and after 06.12.94, which were considerable.
Anyway it would already be a big step in the right direction if the video manipulation would be independently proven – see Chapter 34.6 of our Report and Chapter 13 of this Update.  In this context reference is also made to Enclosure 13 of this Update – Letter by the Finnish JAIC to Lawyer Henrik Gahmberg dated 20.02.01 and Enclosure 14 - “Originalband Estonia” (original tapes) published by the Swedish JAIC dated 29.11.95.  According to the Finnish letter the Finnish JAIC has 20 videos from the Smit/Rockwater divings in December 1994 while according to the Swedish JAIC’s list they have only 17.
This was brought via AgnEf to the attention of the SKL who asked for the films from Sjöfartsverket, however they had disappeared.
“We do not have the faintest idea who took them away.  This is very unfortunate,” said Johan Fransson, Head of Sjöfartsinspektionen, who handles the operational matters related to the “Estonia” for the Swedish Government since October 1994.
No one was really surprised when this statement was made because the credibility of Johan Fransson is anyway destroyed beyond repair.
It remains now to be seen what SKL will find out from the available video footage.
