2.3.3.1The ramp hooks
 

The port ramp hook is completely visible and it is intact. As the mating lug at the bow ramp side was found to be completely intact also (see pages 816/817 of our Report) it has to be concluded that either the ramp hook was not engaged on departure from Tallinn, or that it was opened at sea. The first alternative is more likely because it was not possible for the securing bolts on the port side to enter their mating boxes at the ramp side due to the severe misalignment of the bow ramp (see pages 818 ff. of our Report). It has to be concluded therefore that the port ramp hook – like all the port securing  bolts - could not engage its mating lugs.

In summary of the above it has to be concluded that the bow ramp was not at all properly secured by the devices installed for this purpose.
